Seaton Rail is located in the seaside resort of Bridlington in the East Riding of Yorkshire. We provide a complete track safety management service including Possession Planning, Work Package Planning, Safe System of Work Planning and much more. We also have full UK nationwide coverage of contingent Labour and On Track Protection & Warning Services with home stations in Bridlington, Cardiff, Derby, Doncaster, Glasgow, Sheffield, and London.

  • 1995

    The company was formed in January 1995 to provide Possession Planning and Work Package Planning to specialised organisations requiring track access to Network Rail's controlled Infrastructure.
  • 2002

    A Safe System of Work planning service was introduced in 2002 following the mandatory requirements of the Network Rail standard 'Safety of People Working Working On or Near the Line' (019 Standard).
  • 2008

    In 2008 we expanded our services to include the supply of Contingent Labour and On Track Protection & Warning Services and were also accredited by the National Skills Academy for Rail (NSAR) as a Network Rail approved Track Safety Training and Assessment Provider delivering Track Safety Training and Workplace Assessments to both internal and external track safety personal.
  • 2008 Continued

    Compliance training including First Aid at Work, Manual Handling, Fire Awareness, Health & Safety in the Workplace (up to Level 3) Risk and COSHH Assessment training, all courses are accredited by the regulators of England and Wales (Ofqual and the Welsh Government) and our part of the regulated qualifications framework (RQF). The qualifications are supported by Skills for Health: the Sector Skills Council for Health.
  • 2015

    Continuing to grow and expand our services in 2015 we launched our Alcohol and Drugs screening service, offering screenings from our offices or Clients premises and on-site too.
  • 2019

    Railway Medical Screenings were added to our portfolio of services early in 2019

The Team

Shane Seaton

Managing Director & Railway Safety and Compliance Manager


Shane began his railway career in the old days of British Rail working in the Signal and Telecommunications department (S & T) working his way through the grades to Senior Engineering Technician, transferring to Jarvis with privatisation before taking voluntary redundancy in 1995 to form Seaton Rail.

As Managing Director, Shane is responsible for the overall day to day running of the Company and also holds the post of Railway Safety and Compliance Manager responsible for maintaining the Company's Health and Safety, Environmental and Quality Management Systems.

As Compliance Manager, Shane delivers Inductions on all new staff, distributes regular safety bulletins and chairs internal safety meetings. Compliance with Network Rail Standards and the rule book is essential to our business and it's development. Our bespoke Compliance Database ensures all staff competencies are in date and records all training and assessment events as well as working hours and travel times.

Actively involved in the Training division as lead trainer and verifier, Shane can often be found in the classroom or trackside undertaking workplace assessments.

Matthew Seaton

Director of Operations & Professional Head of Railway Planning


Matthew (Matt) a third-generation rail man started taking an interest in the railways at a young age assisting his father in the development of the Company's Management Systems especially the planning database where possession plans and SSoW packs are produced.

Working his way through the various safety-critical posts including Possession Manager/ SSoW Planner before joining the Company in 2008 as Director of Operations (Ops Manager).

Matt has overall responsibility for planning including planning possessions and safe systems of work, assigning/ rostering staff, attending planning meetings and ensuring Clients projects are delivered on time and within budget.

Understanding our Client's safety-critical requirements is essential to our business, Matt often undertakes Site Visits, Safety-Critical Duties and delivers Track Safety Workplace Assessments.

David Seaton

Director of Training and Development, Trainer and Assessor


David joined the team in 2012 and responsible for the development and efficient running of our training division 'Seaton Training' In addition, he is responsible for running and managing the Medical and Drugs and Alcohol testing division of the business.

A qualified trainer and assessor, David also delivers First Aid, Health, Safety & Compliance, Customer Service, Conflict Management, Food Safety, Functional Skills and Education and Training.

David is also licenced by Network Rail to deliver the full suite of Track Safety training and workplace assessments from Personal Track Safety to Senior Person in Charge of Possession including Safe System of Work Planner. David is usually found in the classroom delivering training corses or, out on-site undertaking workplace assessments.

David is also found undertaking Medical and Drugs and Alcohol screenings.

Maggie Seaton

Finance Director (1995 - 2018)


Maggie, being a founder in the conception and development of Seaton Rail, started as the Accounts Manager in 1995 and became the Finance Director in 2008.

Maggie, who was always the happy voice on the other end of the phone, and the warm welcoming smile greeting clients, staff, candidates and visitors into the office was responsible for overseeing the smooth and efficient operation of our client accounts, suppliers accounts and the company payroll.

As a key member of Seaton Rail's management team, Maggie was also responsible for financial management, reporting and development of the Company.

Maggie was actively involved with the business and its smooth running and development up until her death in April 2018. Maggie will always be fondly remembered, by everyone - staff, clients, candidates and suppliers. Maggie is dearly missed and will always be remembered as an integral part of Seaton Rail.

Hayley Maher

Training Co-ordinator


Hayley joined the team in 2018 and is responsible for coordinating the training division. Hayley liaises with clients and candidates, schedules and books courses, assigns trainers and assessors to training events and prepares course materials for the training team. She is usually the first point of call for clients and candidates booking courses and is always on hand to greet candidates sitting courses at our Bridlington training centre with a smile.

Katrina Breffit

Office Co-ordinator


Katrina joined the team in 2018. Katrina assists with operations and the general day to day running of the office. Primarily human resourcing and rostering staff. She is also accountable for ensuring compliance with relevant standards and competence management of our staff.
